box-sizing: border-box;">1992年，小平南巡讲话后，全国范围开展了解放思想大讨论，改革开放形势一日千里，沿海开放城市发展态势逼人。</p><p style="margin-bottom: 20px; box-sizing: border-box;">烟台的发展，尤其中心城区发展面临许多急需破解的难题。</p><p style="margin-bottom: 20px; box-sizing: border-box;">1992年底，张华福由省直机关调任出任烟台市副书记、常务副市长，分管城建工作。到任不久他就利用星期天、节假日的时间，带领市政府办、建设、规划等部门的负责人，多次对市区进行全面考察。</p><p style="margin-bottom: 20px; box-sizing: border-box;">通过多次调研和反复论证，张华福提出了建设国际性大烟台的思路。虽然在当时背景下，他的提法曾遭到一些质疑，但市委、市政府解放思想、从实际出发，最终确立了谋划建设大烟台，把烟台建设成为现代化国际性港口城市的发展目标。</p><p style="margin-bottom: 20px; box-sizing: border-box;">1993年5月，张华福出任市长后，曾多次到三站实地考察，要对治理这里脏乱差的环境痛下决心，于是提出了利用四通八达的交通便利，建设商品批发市场的设想。</p><p style="margin-bottom: 20px; box-sizing: border-box;">1994年7月1日，市政府决定在这里建设三站批发交易市场，并被确立为烟台、省重点建设项目。</p><p style="margin-bottom: 20px; box-sizing: border-box;">1994年11月30日，张华福主持召开会议，专题研究烟台三站批发交易市场的建设和培育问题，出台了《关于加快建设和培育烟台三站批发交易市场的意见》，确定了三站批发交易市场“一次规划、分期实施、三年建成”的建设方案，同时出台了“谁投资、谁建设、谁出租、谁受益”的鼓励政策。会议决定成立烟台三站市场管理委员会，为正处级事业单位。</p></section></section><section style="margin-top: -10px;
